Cesvi is operating in Libya since 2011 as the first Italian NGO to take action, in the aftermath of the Arab Spring, through humanitarian projects in Cyrenaica and Tripolitania. Nowadays Cesvi is one of leading NGOs in Libya, very active in the coordination of various sector working groups – in particular protection ones – with a diverse donors’ portfolio and serving all vulnerable target population. In detail, Cesvi has been implementing programs supporting mixed migrants, IDPs and vulnerable host communities through service provision. This include center-based and outreach protection activities (including child protection and GBV), warehouse management, non-food distributions, awareness-raising activities, psychosocial support, referrals to external services, cash assistance, non-formal education.
- UNHCR: Protection and lifesaving assistance to refugees and asylum seekers (Tripoli – urban areas)
- UNICEF: Psychosocial support and remedial education for children of IDPs and refugees (Tripoli – Urban areas and IDP camps)
- EU Trust Fund: Strengthening protection and resilience of displaced populations (Misrata – 4 detention centres and urban areas)
- EU EIDHR: Enhancing Women’s Rights and Gender Equality in Libya (Misrata – urban areas)
- WFP: School-feeding intervention (Qatrum and Zwara).
The collaboration will start by the end of February 2020.
The main duty station will be Tunis with regular missions to Libya (up to 75% of time). When security conditions do not allow it, the work will be implemented remotely from Tunis.
The CP/GBV Manager will work under the technical supervision of the CP/GBV Specialist and in close collaboration with UNHCR and Unicef Project Managers.
He/she will be responsible to provide technical support to the Child Protection (CP) and Gender Based Violence (GBV) response services provided by Cesvi to the conflict affected population and targeting specifically children at risk of abuse, exploitation, violence and neglect, and GBV survivors.
– Supervise the Case Management activities (Protection, CP and GBV), directly supporting the Child protection Case Management and GBV Supervisors and ensuring the compliance with CP/GBV standards and the Libya GBV SoPs;
– Supervise the organization of CM weekly meetings led by the CM Supervisors and Support CM team in dealing with complicated high-risk Protection cases;
– Ensure regular monitoring of case management activities along with the CM Supervisors, according to established Case Management Monitoring Tools, including case audits;
– Supervise the implementation of community based alternative care solutions related activities, directly supporting the CB Supervisor;
– Reinforce the capacity, the skills and the knowledge of Cesvi’s operators involved in protection team, and provide regular coaching and on the job training to the CM Supervisors;
– Ensure the submission of timely, accurate and well-written reports based on the qualitative and quantitative data collected and analysed;
– Establish and maintain regular and collaborative relations with relevant stakeholders (donors, other organizations, local authorities and institutions), reaching out to external stakeholders to improve referral pathway and services mapping.
- Master’s Degree in Psychology, Social studies, or another appropriate field;
- Previous experience with an INGO
- Minimum 3 years of experience in the humanitarian sector, preferably working with refugees or internally displaced populations; of which at least 2 years must be in the field of CP and/or GBV in emergency and/or EiE;
- Proven experience providing case management and psychosocial support, directly or in a supervisory role and experience supervising caseworkers;
- In-depth understanding of CP and GBV prevention and response, related international standards, and guidelines;
- Proven experience in conducted training for both program staff and local organizations/authorities;
- Demonstrated capacity and experience in conducting field level assessments including developing tools, e.g. questionnaires, referrals template and modalities, focus group discussions and M&E, in liaison with M&E Manager.
- Fluency in English (written and oral);
- Strong computer skills including MS Word, Excel, PowerPoint and email/internet software.
- Ability and willingness to work in remote and isolated location with ever-changing security Scenarios
- Previous experience in using GBVIMS and GBVIMS tools
- Strong diplomatic skills, and demonstrated experience in networking and building effective partnerships;
- Strategic thinking and innovation;
- Adapts and copes with pressure;
- Respectful and culturally sensitive;
- Strong interpersonal and communication skills, and ability to work effectively with others within a multicultural team context.
- Knowledge of Arabic is an asset;
- Prior experience in Libya or working in security-sensitive environments
